This board was succeeded by the Grays Thurrock Urban District Council in 1894, which initially set up its offices at No. 53 High Street.
As the region continued to grow, the urban districts of Grays Thurrock, Purfleet, and Tilbury, along with the Orsett Rural District, were amalgamated in 1936 to form the Thurrock Urban District Council. The council established its offices in a house known as Farley on Whitehall Lane, which remained the council's meeting place even after the formation of Thurrock Council in 1974.
By the early 1980s, the increased responsibilities of local authorities necessitated more substantial facilities. Thus, the eastern section of the new municipal complex was constructed at the corner of New Road and Derby Road. This modern red brick building, known as Council Offices Building 1 (CO1), was completed in 1986. Its design featured an asymmetrical main frontage with a distinctive full-height plate-glass wall and a semi-circular stone-clad roof, creating a striking visual impact. Inside, the building housed the council chamber, committee rooms, and various offices.
The complex was further expanded in 1992 with the addition of Council Offices Building 2 (CO2), which mirrored the architectural style of the original structure. This extension included a reception area and additional office spaces, ensuring that the council could effectively serve the growing community.

In 2022, a new chapter in the history of Thurrock Town Hall was written with the completion of a state-of-the-art building designed by LSI Architects. This latest addition, known during its development phase as Council Offices Building 3 (CO3), was constructed at a cost of £10 million. The new block, built in buff brick, boasts an asymmetrical main frontage with two sections jettied out over the pavement, supported by piers. This contemporary design seamlessly blends with the existing structures while adding a fresh, modern aesthetic to the complex.
Inside, the new building offers a range of facilities, including a reception area, committee rooms, a council chamber, a registry office, a café, and new office spaces. Following its completion, the council voted to rename the building Thurrock Town Hall, cementing its status as the central hub of civic life in Grays.
Thurrock Town Hall is not only a center of administration but also a place of reflection and remembrance. In October 2019, the then Prime Minister visited the council offices to sign a book of condolence commemorating 39 Vietnamese individuals who tragically lost their lives in the trailer of a refrigerator lorry. This poignant moment underscored the hall's role as a space for community solidarity and support during times of sorrow.

The council has vacated the 1986 building and is marketing it for sale, with potential plans for conversion or redevelopment to provide new housing.
